I would say its because the gameplay and skill mechanics of the game itself doesn't match the standard action/play now for carrot that is prevalent in most multiplayer games today. Because of this, it will remain a niche game, for better or worse...

I also have noticed this personally, but some corp mates claim the reverse. In which they now have volume that scales with distance.

Once you get over the initial thrill of a space shooter, you quickly realize how shallow and repetitive the game gets. Played EU beta for a few months, and I concur, the game does suck.
